Join ACPA members at our market forums and meetings to further the association's strategic objectives. Opportunities for fellowship, networking, and fun will follow at our receptions on Tuesday and Wednesday evenings. Plus, we have an exciting optional activity for all on Tuesday afternoon.

Concrete Pavement University (CPU)

On Thursday, our 13th Annual CPU will feature an opening session and four breakouts covering topics that include resiliency, sustainability, airfield paving, roads and highway technical, new technologies, and performance mixtures.

Paving Awards Banquet

On Thursday evening, join us to honor the organizations and people involved in award winning paving projects from across the country. Following a reception and photo session, we'll formally recognize award recipients at the 32nd Annual Excellence in Concrete Pavement Awards dinner banquet.

See wildlife such as gray whales, dolphins, sea lions, pelicans, seafaring birds, and possibly sharks as well. Following the two hour cruise, you'll join members from the Orange County Tour Activity at Newport Beach Vineyards & Winery. Take a tour of the incredible 3.5 acre vineyard on the Back Bay of Newport Beach, along with other fascinating features of the property, including a wine cave. Join ACPA members and guests for an update on ACPA activities and accomplishments in the highway market, and for an opportunity to provide input to ACPA’s activities and priorities in this hallmark ACPA paving market. Jerry Voigt will take a look back on the highway market and the significant advancements made over the last several decades, and David Kearby (TRIP) will share what TRIP has been doing and how that relates to our highway paving market. During this dynamic forum discussion we’ll review challenges the concrete industry is facing such as first-cost decision making, as well as opportunities for growth, including concrete overlays, Performance Engineered Mixtures and inter-industry competition. The perspectives shared and input received during this Highway Market Forum will inform priorities and focus for ACPA’s 2022 highway market activities.

The Industrial Pavement Market is ripe with opportunity for concrete and cement-based pavements. This fast-moving market is open to innovation and novel ideas. In addition to the unveiling of the new ACPA Project Explorers tool we’ll also review and share a progress report of the projects ACPA has pushed forward since last year’s forum. This session will help inform ACPA’s Strategic Advisory Committee’s priorities for 2022. We look forward to a lively discussion!

Join Chairman David Howard for an update on equipment availability in 2022 and potential supply chain related challenges. Chairman Howard will welcome Brian McGuire, CEO/President of the Associated Equipment Distributors, who will lead a panel discussion on equipment distribution and manufacturing and the impact on demand particularly post-Infrastructure, Investment and Jobs Act (IIJA) related spending. The panel will address questions such as demand, impact on project planning, and the benefits of leasing versus purchasing in the anticipated market. The annual meeting that follows, will include the election of the 2022 board of directors.

Join members in celebrating accomplishments in our airport market. Hear updates on important member-driven projects and key deliverables in this important concrete paving industry segment over the past year. The update will focus on the CP Tech Center/FAA Cooperative Agreement, ongoing work on concrete specifications, and the special joint task force between ACPA and Associated General Contractors (AGC). Plan to participate in identifying issues and setting priorities the ACPA 2022 airport market programs.

Join members in a review and progress report of the projects that ACPA has pushed forward from last year’s Streets and Roads Forum; including the unveiling of the ACPA Project Explorers tool, PavementDesigner tool updates, and more. The forum will also feature two short presentations including one on the release of a new Design and Construction Guide for Intersections and Roundabouts. This forum will close with small group discussions on opportunities, ideas, and threats in the Streets and Roads market to help inform ACPA’s Strategic Advisory Committee’s priorities for 2022.

ACPA’s strategic communications consultant, Charles Territo, Founder of CJT Strategic Solutions, will share the results of a member survey conducted during the third quarter of 2021. Insights from the survey will help ensure that the direction of ACPA and the tools we use to tell our story, are closely aligned with the expectations of membership. The committee will also discuss an initiative for a new member-driven strategic plan in 2022 and review the status of functional committee projects.

Concrete pavements have historically been a symbol of long-life infrastructure. The Performance Engineered Mixtures (PEM) effort is helping to revolutionize the mixture design process and solidify concrete pavement as the durable paving solution of choice. As more state agencies and contractors embrace these concepts, it's critical to fully understand and communicate the sustainability aspects and advantages of concrete pavements, especially those utilizing PEM. This session will feature two industry experts speaking on a couple of the most important topics for the concrete pavement industry.

The Legislative Issues Committee will address matters related to the association’s efforts in Washington DC. The committee will feature a legislative update from Dean Franks (Senior Vice President, Congressional Relations at American Road and Transportation Builders Association) including an overview of ARTBA’s priorities and perspectives moving forward, including a preview of their FY22 congressional agenda. The committee will also review ACPA’s recent government affairs successes and establish the association’s legislative and policy priorities for 2022.

FHWA and Caltrans speakers will kick off the 13th Annual Concrete Pavement University with timely updates relevant to concrete pavement technology. Vincent Mammano, FHWA California Division Administrator will provide perspectives on the Federal Aid program as it relates to concrete pavements and share an update on FHWA’s efforts to update guidance in the areas of pavement design, life-cycle cost analysis and sustainability. Dr. Dulce Rufino Feldman, P.E., Caltrans Senior Concrete Pavement Design Engineer, will provide an overview of Caltrans concrete pavement projects, including concrete pavement use and recent design and specification improvements.

Carbon Footprint, Resiliency, Sustainability are all “buzz-words” in today’s concrete paving environment. This CPU session will focus on the future of airfield paving in an increasingly sustainable environment. Panel members will open the session with a brief discussion of resiliency, sustainability, and/or reducing the airfield concrete pavement carbon footprint from the perspective of federal agencies, designers, and material suppliers, as well as how sustainability impacts contractors’ bidding processes. Afterwards, the floor will be open to all attendees to discuss challenges, opportunities, and views as it pertains to carbon reduction, resiliency, and sustainability in airfield paving.
